新型コロナウイルス感染拡大防止への協力要請

5月（がつ）7日（にち）までのあいだは、感染（かんせん）拡大（かくだい）防止（ぼうし）対策（たいさく）を 続（つづ）けて ウイルスに かからないように 気（き）をつけてください！

Request for Cooperation in Preventing theSpread of COVID-19 

Although the Japanese government has decided to downgrade the status of the coronavirus under Japan’s Infectious Disease Control Law to “Category 5” on May 8 (unless special circumstances arise), we must continue to take measures to prevent the spread of infection.

Therefore, we ask that you please cooperate with the following measures in accordance with Article 24, Paragraph 9 on the Act on Special Measures for Pandemic Influenza and New Infectious Diseases Preparedness and Response through May 7, 2023.

Please note that the length and contents of the request are subject to change depending on the state of infection.

１　To All Citizens of Yamanashi

(1)　Infection Control in Everyday Life

i.　Make basic infection prevention measures a part of your daily life, such as keeping a safe distance between others, washing and disinfecting hands, and providing adequate ventilation (about once every 30 minutes). 

Avoid places that fall under the “Three Cs” (①closed spaces (with poor ventilation), ②crowded places (with lots of people close together), and ③close-contact settings (conversations or any kind of vocalizations taking place within arm's reach of another person).

ii.　Although the decision to wear a mask shall be left up to the individual, we ask that you please wear one to protect yourself from infection when you go to the doctor or ride a crowded train or bus. We also recommend that high-risk individuals (elderly, etc.) wear a mask when going to crowded places when there is a high spread of infection.

In addition, to protect the elderly and other people at high risk of serious illness from COVID-19, please wear a mask when visiting medical institutions or elderly care facilities where many such people stay or live.

If you go somewhere and are asked to wear a mask by the staff for infection control purposes, please be sure to cooperate with their policy.

iii.　In order to avoid spreading the virus to others, if you are symptomatic, tested positive for COVID-19, or live with someone who tested positive, we ask that you avoid crowded places and wear a mask if you have to go out for unavoidable reasons (doctor visits, etc.). For doctor visits, please try and go during the daytime on weekdays. 

iv.　We ask all households to have antigen test kits, over-the-countermedicines for fever and cough, hand sanitizer, non-woven masks, groceries and other necessities on hand in case a member of the household gets infected with COVID-19.

v.　Avoid facilities that lack basic infection prevention measures. Instead, use facilities that have been certified for meeting infection control standards set by Yamanashi Prefecture (seen below as the Yamanashi Green Zone Certification System). Also, be sure to strictly adhere to infection prevention guidelines set by the facilities, including any time restrictions, etc.

(2)　 Vaccinations

i.　To protect yourself and those you love from COVID-19, we highly recommend getting vaccinated, and ask that you proactively consider it (excluding those unable to get vaccinated due to health-related reasons or other factors).

ii.　If you are 12 years and older and have completed your 1^st and 2^nd vaccinations, we highly recommend getting your next dose as soon as possible (3months must have passed since your last vaccination date).

iii.　Parents/guardians of infants (aged 6 months and older), toddlers, and students are encouraged to be proactive in consulting with their family doctors and other healthcare professionals about getting their children vaccinated.

iv.　We ask businesses to explain the necessity of getting vaccinated to their unvaccinated employees and encourage them to stay up to date on their vaccinations as much as possible (excluding those unable to get vaccinated due to health-related reasons or other factors). We also ask that businesses give consideration to the work environment, such as taking leave, etc. 

Please ensure that employees who are unable to getvaccinated for health-related reasons or other factors are not treated unfavorably.

v.　 We ask school officials to explain the necessity of vaccinations to the parents/guardians of unvaccinated infants (aged 6 months and older), toddlers, and students, and encourage them to make sure their children get vaccinated (excluding those unable to due to health-related reasons orother factors). At universities and other schools aswell, students should be encouraged to get vaccinated as early as possible.

Please be careful to ensure that infants, toddlers, and students who are unable to get vaccinated for health-related reasons or other factors will not face discrimination or bullying.

Pedido de cooperação na prevenção do COVID-19

 O Governo do Japão decidiu alterar o status da doença infecciosa causada pelo coronavírus, a menos que surjam circunstâncias especiais, para a categoria 5 da a Lei de Doenças Infecciosas a partir de 8 de maio, porém ainda é necessário continuar com as medidas de prevenção.
Portanto, de acordo com o artigo 24 parágrafo 9 da Lei sobre Medidas Especiais contra a Influenza H1N1 etc., a seguinte cooperação é solicitada até 7 de maio de 2023.
Favor observar que o período e o conteúdo da solicitação podem estar sujeitos a mudanças dependendo da situação futura de proliferação, dentre outros fatores.

1. A todos os cidadãos da Província de Yamanashi
(1) Medidas para prevenir infecções na vida diária
i. No dia a dia, garantir medidas básicas de prevenção, tais como manter distância física, lavagem e desinfecção das mãos, bem como ventilação adequada (cerca de uma vez a cada 30 minutos). Além disso, evitar as "três condições de risco" ((1) espaços fechados e com pouca ventilação), (2) locais com aglomerações e (3) interações próximas (conversas/ interações a curta distância)).
ii. A escolha sobre o uso de máscara será de critério do indivíduo, mas, para evitar a proliferação, favor usar uma máscara ao visitar uma instituição médica, ao utilizar transportes públicos lotados durante as horas de pico. Aos idosos ou outras pessoas com comorbidades, recomenda-se o uso quando forem a lugares com aglomeração. Ademais, a fim de proteger os idosos e outras pessoas com alto risco de doenças graves contra infecções, utilize a máscara ao visitar lares de repouso. Se lhe for solicitado o uso de máscara pela gerencia de um estabelecimento sob a perspectiva de prevenir a propagação da infecção, pedimos que o faça.
iii. Para prevenir a propagação da infecção daqueles ao seu redor, pedimos às pessoas com sintomas, às pessoas que testaram positivo para COVID-19 e àquelas que vivem com um membro da família ou coabitante que testou positivo que evitem aglomerações e utilizem máscara quando saírem por razões inevitáveis, tais como visitas a hospitais. Ademais, ao visitar um médico de família ou instituição médica, favor fazê-lo durante o dia, nos dias de semana.
iv. As famílias devem preparar kits de teste de antígenos e remédios para tosse, álcool para desinfecção das mãos, máscaras não tecidas e alimentos em caso de infecção pelo COVID-19.
v. Evitar o uso de estabelecimentos que não cumpram medidas básicas de prevenção e, ao realizar refeições em conjunto, utilizar instalações que tenham sido certificadas pela Província de Yamanashi como seguidora das normas de prevenção solicitadas para empresas (doravante "Sistema de Certificação Green Zone Yamanashi") além de observar estritamente as regras internas de prevenção, como o limite de horas de uso determinados pelo local.

(2) Vacinação
i. A fim de proteger-se e a seus entes queridos ao seu redor do novo tipo de infecção pelo coronavírus, recomenda-se a vacinação, exceto para aqueles que não podem ser vacinados por motivos de saúde etc. Pedimos que a considerem de forma proativa.
ii. Para aqueles com 12 anos ou mais que receberam sua primeira e segunda doses a mais de três meses, a vacinação precoce é recomendada e pedimos que a considerem ativamente.
iii. Os pais de bebês, bebês, crianças e estudantes com 6 meses ou mais são solicitados a considerar proativamente a vacinação de seus filhos em consulta com seu médico de família.
iv. Pede-se aos empregadores que expliquem aos funcionários não vacinados a necessidade de vacinação e os incentivem a se vacinarem o máximo possível, exceto para aqueles que não podem ser vacinados por motivos de saúde e que considerem a possível ausência em seu ambiente de trabalho, utilizando de folgas etc. Também solicitamos que assegure que os funcionários que não puderem ser vacinados por motivos de saúde não sejam tratados de forma desvantajosa.
v. Solicitamos que as escolas e instituições educacionais expliquem e ressaltem a necessidade da vacinação aos pais de crianças não vacinadas, bebês, crianças e estudantes com seis meses ou mais, salvo aqueles que não podem ser vacinados por motivos de saúde, para que sejam vacinados após obterem o consentimento dos pais. As universidades e outras instituições são encorajadas a promover a vacinação de seus alunos nos primeiros semestres do ano letivo.
Também solicitamos que se combata a discriminação e o bullying de bebês, bebês, crianças e estudantes que não podem ser vacinados por motivos de saúde.

 

有关防止新冠病毒感染扩大的协力要求

国家决定在没有异变的情况下，将于5月8日把新冠病毒感染防止法的位置降到第5类。虽然往下降了，但是还得继续预防。
为此，根据新流感等特别措施法第24条第9项规定，2023年5月7日之间对县民提出以下协力要求：但，对协力要求的内容和期间，可能会根据今后的感染情况而发生变化。

1：全体山梨县县民们：
(1)日常生活中的防感染对策：
i.　在日常生活中要确保人与人之间的距离，彻底实行洗手，消毒，换气等防感染对策。（半小时1回）
还有，请大家回避 “三密“ ：
① 密闭空间——换气不好的空间。
② 密集场所——人多的场所。
③ 密接场合——近距离会话等。
ii.有关戴口罩的问题。今后交由个人自己判断。在去医院，去上班，坐巴士火车，看望老人等，在人多混杂场合，高感染率的环境，还是最好戴上口罩吧。，
还有，为了保护高年者和重症者，到这些医疗施舍访问时，最好还是戴上口罩吧。
另外，在施舍管理人员为了防止感染而要求您戴口罩时，一定得戴上口罩。
iii.有症状及阳性者，为了不要感染到周围的人及家人。去看病时或不得不出门时，
最好是选在平日白天，避开人群，戴上口罩，把感染率缩到最小。
iv.各家庭都要做到有备无患，准备一些抗体检测试剂，退烧止咳药品，以及手指消毒酒精，3D口罩及食品等预防万一。
v.避免去那些没有实行防疫的店铺及施舍等。外食时要利用经过山梨县认证的，符合防疫标准的施舍。（以下，《山梨县绿标认定制度》）利用时得严格遵守当施舍所规定的防疫规定。

(2)　接种疫苗
i.为自己防范新冠疫情，为保护好自己身边的人，除了健康上的理由不能打针者以外，都要积极地考虑接种疫苗。
ii.１・２回接种完了的12岁以上者，接种间隔3个月以上者应积极考虑尽快再接种。
iii.对于生后6个月以上的乳幼儿以及学龄儿童的家长，要与常去就医的医院医生联系相谈，积极考虑打预防针的问题。
iv.公司会社老板们：对那些不是因健康上的原因而不打预防针的员工，要积极说明厉害关系，推荐打针以及考虑打针后的勤务休息。
还有，对因健康上的理由而不能打针的员工，要十分注意，不得对他们有不利的言行发生。
v.学校老师们：除了因健康上的理由等而不能打针者以外，对生后6个月以上的乳幼儿及学生的家长说明接种的重要性，赢得家长的共感推荐接种疫苗。
另，要注意：对因健康上的原因而不能接种的乳幼儿及学龄儿童，不得有欺负歧视等言行发生。

 

 YÊU CẦU HỢP TÁC ĐỂ PHÒNG, CHỐNG SỰ LÂY NHIỄM TRÊN DIỆN RỘNG CỦA VIRUS CORONA CHỦNG MỚI

Chính phủ đã quyết định chuyển bệnh truyền nhiễm do virus Corona chủng mới sang bệnh truyền nhiễm loại 5 từ ngày 8 tháng 5 trừ khi phát sinh những trường hợp đặc biệt, tuy nhiên, việc duy trì thực hiện các biện pháp phòng, chống lây nhiễm là điều rất cần thiết.
Vì vậy, căn cứ theo khoản 9, Điều 24 Luật về các biện pháp đặc biệt đối với những bệnh cúm chủng mới, trong khoảng thời gian đến ngày 7 tháng 5 năm 2023, rất
mong người dân hợp tác theo những mục được liệt kê bên dưới.
Thời gian và nội dung của yêu cầu có thể thay đổi tùy thuộc vào tình hình lây nhiễm trong tương lai.

1. Dành cho tất cả các cư dân

Về khẩu trang, cơ bản là tùy vào quyết định của mỗi cá nhân nhưng để bảo vệ bản thân và phòng, chống lây nhiễm, những người cao tuổi v.v., có nguy cơ trở nặng, khi đến các cơ sở y tế, đi tàu hoặc xe buýt đông đúc vào giờ cao điểm, những nơi tập trung đông người, nơi có nguy cơ lây nhiễm cao v.v., vui lòng đeo khẩu trang
Ngoài ra, nhằm bảo vệ người cao tuổi và những người có nguy cơ cao trở nặng nếu lây nhiễm, vui lòng đeo khẩu trang khi đến các cơ sở y tế hoặc cơ sở dành cho người cao tuổi sinh hoạt, nhập viện
Mặt khác, nếu được người quản lý của cơ sở yêu cầu đeo khẩu trang để ngăn ngừa sự lây nhiễm, vui lòng hợp tác theo yêu cầu
iii. Để ngăn ngừa sự lây nhiễm cho những người xung quanh, nếu xuất hiện các triệu chứng hoặc nếu có kết quả xét nghiệm dương tính với virus Corona chủng mới hoặc nếu người sống sống cùng dương tính, trong trường hợp cần thiết phải ra ngoài, đến bệnh viện v.v., vui lòng tránh đám đông và đeo khẩu trang. Hơn nữa, vui lòng đến thăm khám tại cơ sở y tế hoặc bác sĩ gia đình vào ban ngày của các ngày trong tuần
iv. Vui lòng chuẩn bị sẵn bộ dụng cụ xét nghiệm kháng nguyên, các loại thuốc không kê đơn như thuốc hạ sốt và thuốc ho, cồn để sát trùng tay, khẩu trang vải không dệt, thức ăn, v.v., tại nhà để đề phòng trường hợp nhiễm virus Corona chủng mới
v. Tại những buổi ăn uống, vui lòng tránh những cơ sở không thực hiện các biện pháp cơ bản về phòng, chống lây nhiễm dịch bệnh, đối với những cơ sở thực hiện các biện pháp phòng, chống lây nhiễm dịch bệnh phù hợp với những tiêu chí phòng, chống dịch bệnh mà tỉnh Yamanashi quy định (sau đây gọi là cơ chế chứng nhận Green Zone Yamanashi) thì sẽ nhận được giấy chứng nhận theo cơ chế trên và vui lòng tuân thủ thời gian kinh doanh, các biện pháp phòng, chống dịch bệnh v.v., của mỗi cơ sở ăn uống

(2) Về tiêm chủng vắc xin
i. Để bảo vệ bản thân khỏi sự lây nhiễm của virus Corona chủng mới và bảo vệ những người xung quanh, chúng tôi đặc biệt khuyến cáo tiêm phòng, trừ những người không thể tiêm phòng vì lý do sức khỏe, vui lòng cân nhắc thận trọng việc tiêm phòng
ii. Trường hợp thuộc đối tượng từ 12 tuổi trở lên, đã hoàn thành mũi tiêm thứ nhất cũng như mũi thứ 2 và qua 3 tháng kể từ mũi tiêm cuối cùng, chúng tôi khuyến cáo nên tiêm phòng càng sớm càng tốt, vui lòng cân nhắc thận trọng việc tiêm phòng
iii. Người giám hộ/phụ huynh của trẻ sơ sinh từ 6 tháng tuổi trở lên, trẻ từ một tuổi trở lên, trẻ em và học sinh nên chủ động cân nhắc việc tiêm phòng cho con mình khi tham khảo ý kiến bác sĩ gia đình…
iv. Các doanh nghiệp nên giải thích đầy đủ về sự cần thiết của việc tiêm phòng cho những nhân viên chưa được tiêm phòng, ngoại trừ những người không thể tiêm phòng vì lý do sức khỏe, v.v., đồng thời khuyến khích nhân viên tiêm phòng bằng cách tạo sự thoải mái trong môi trường làm việc như dành thời gian nghỉ ngơi
Ngoài ra, không để những nhân viên không thể tiêm chủng vì lý do sức khỏe bị phân biệt đối xử
v. Những người có nghiệp vụ liên quan đến trường học, vui lòng giải thích về sự cần thiết của việc tiêm vắc xin cho phụ huynh/người giám hộ của trẻ sơ sinh từ 6 tháng tuổi trở lên, trẻ từ một tuổi trở lên, trẻ em và học sinh chưa được tiêm phòng, trừ những trường hợp không thể tiêm
vắc xin vì lý do sức khỏe v.v., để phụ huynh/người giám hộ thấu hiểu và sớm cho con em mình tiêm vắc xin. Hơn nữa, đối với những sinh viên đại học, việc tiêm vắc xin nên được tiến hành càng sớm càng tốt
Ngoài ra, vui lòng không phân biệt đối xử hay bắt nạt những học sinh
không thể tiêm vắc xin vì lý do sức khoẻ v.v.,
