Request forCooperation in Preventing the Spread of COVID-19

In order to avoid a state of infection that puts a strain on the healthcare system, in addition to ensuring the restoration of economic and social activitiesfrom the impacts of COVID-19, we must continue to ask for your cooperation withinfection prevention measures.

Therefore, we ask thatyou please cooperate with the following measures in accordance with Article 24,Paragraph 9 on the Act on Special Measures for Pandemic Influenza and New InfectiousDiseases Preparedness and Response through March 31,2023.

Please note that the length and contents of the request are subject tochange, depending on the state of infection.

(1) Vaccinations 

1. To protect yourself and those you love from COVID-19, we highly recommend getting vaccinated, and ask that you proactively consider it (excluding those unable to get vaccinated due to health-related reasons or other factors).
We ask that you consider getting a flu shot as well, since there are concerns of a simultaneous spread of COVID-19 and seasonal influenza. Those eligible for routine vaccinations, such as those aged 65 and older, are especially urged to consider getting vaccinated early on.

2. If you are 12 years and older and have completed your 1st and 2nd vaccinations, we highly recommend getting your next dose as soon as possible (3 months must have passed since your last vaccination date). 

3. Parents/guardians of infants, toddlers, children, and students aged 6 months and older are encouraged to be proactive in consulting with their family doctors and other healthcare professionals about getting their children vaccinated.

4. We ask businesses to explain the necessity of getting vaccinated to their unvaccinated employees and encourage them to stay up to date on their vaccinations as much as possible (excluding those unable to get vaccinated due to health-related reasons or other factors). We alsoask that businesses give considerationto their employees’ work environment, such as taking leave, etc. 

Please ensure that employees who are unable to get vaccinated for health-related reasons or other factors are not treated unfavorably.

5. We ask school officials to explain the necessity of vaccinations to the parents/guardians of unvaccinated infants, toddlers, children, and students aged 6 months and older and encourage them to consider vaccinating their children (excluding those unable to get vaccinated due to health-related reasons or other factors). At universities and other schools as well, students should be encouraged to getvaccinated as early as possible.

Pleasebe careful to ensure that infants, toddlers, children, and students whoare unable to get vaccinated for health-related reasons or other factors willnot face discrimination or bullying.

(2) Infection Control in Everyday Life

1. Make basic infection prevention measures a part of your daily life, suchas keeping a safe distance between others, wearing a non-woven mask (refer toAttachment 1), washing and disinfecting hands, as well as providing adequateventilation (about once every 30 minutes). Especially in winter, it is important to remember to ventilateregularly as we tend to forget about ventilation due to the use of heaters.

2. Avoidplaces with large amounts of people and those that fall under the “Three Cs” (①enclosedspaces (with poor ventilation), ②crowded places (with lots ofpeople close together), and ③close-contactsettings (having conversations withinreaching-distance of another person)), as well as refraining from using facilities that lack basicinfection prevention measures. 

3. Be sure to go to amedical institution or see a family doctor right away if you have a sorethroat, cough or feel even slightly unwell (regardless of whether you have afever or not). 

4. In caseswhere you are asymptomatic (i.e. no fever) but still have concerns about thevirus, please take advantage of the free testing options offered by theprefecture (Yamanashi residents only).

5. We ask all households to have antigen test kits, over-the-counter medicines for fever and cough, handsanitizer, non-woven masks, groceries and other necessities on hand in case a member of the household gets infected with COVID-19.

6. When dining with others, avoid facilitiesthat lack basic infection prevention measures. Instead, use facilities thathave been certified for meeting infection control standards set by YamanashiPrefecture (seen below as the Yamanashi Green Zone Certification System). Also,be sure to strictly adhere to infection prevention guidelines set by thefacilities, such as hours of operation. 

 

Attachment 1: Use of Masks and Regarding Preschool Children

When it comes to masks, we ask that you follow the approaches listedbelow.

Please refrain from forcing a person to wear (or not wear) a maskagainst their will.

2. Regarding masks for children not yet in elementary school 

Children under 2 years old (infants) are not recommended to wearmasks.

Children inday-care centers and similar facilities aged 2 years and older are not alwaysrequired to wear masks (regardless of their physical distance from others).This is because it is necessary to take into consideration thechild’s stage of development and physical condition. However, the facilityadministrator(s) may decide to require masks to be worn where possible in instanceswhere there are cases of infection.

Afim de evitar um estado de infecção que coloque uma tensão no sistema de saúde,além de garantir a restauração das atividades econômicas e sociais dos impactosda COVID-19, devemos continuar a solicitar sua cooperação com medidas deprevenção.

Portanto,solicitamos a sua cooperação com as seguintes medidas de acordo com o Artigo24, Parágrafo 9 da Lei sobre Medidas Especiais para a Preparação e Resposta àPandemia de Influenza e Novas Doenças Infecciosas até 31 de março de 2023.

Favor observar que a duração e o conteúdodo pedido estão sujeitos a alterações, dependendo do estado da infecção.

(1) Vacinas

1. A fim de proteger-se e a seus entesqueridos ao seu redor contra a doença infecciosa causada pelo coronavírus, avacinação é altamente recomendada, exceto para aqueles que não podem servacinados por razões de saúde etc.;
  Ademais, existe a preocupação de que a doença infecciosa causada peloCOVID-19 possa se espalhar simultaneamente com a gripe sazonal. Portanto, considere também a possibilidade de se vacinar contra aInfluenza. Em particular, aqueles qualificados para a vacinação de rotina,especialmente, pessoas a partir de 65 anos, que desejam ser vacinados, sãosolicitados realizar o procedimento o mais rápido possível;
2. Pessoas de 12 anos ou mais que completaram a primeira e segundadoses da vacina, e, para as quais já se passaram três meses desde a últimavacinação, recomendamos que a vacinação seja efetuada o mais rápido possível;

3. Os pais ou responsáveis de bebês,crianças e estudantes com 6 meses ou mais devem consultar seu médico deconfiança e ser proativo em relação a vacinação das crianças;

4. Pedimos às empresasque expliquem aos seus funcionários não vacinados a necessidade de se vacinareme os incentivamos a se manterem atualizados sobre suas vacinas tanto quantopossível (excluindo aqueles que não podem ser vacinados devido a razõesrelacionadas à saúde etc.). Pedimos também que as empresas considerem oambiente de trabalho de seus funcionários e ofereçam folgas etc. Por favor,certifique-se de que os funcionários que não possam ser vacinados por motivosrelacionados à saúde ou outros fatores não sejam tratados de formadesfavorável;

5. Em relação às escolas e profissionais relacionados, são solicitados aexplicar a necessidade de vacinação aos pais de crianças não vacinadas, bebês,crianças e estudantes com 6 meses ou mais com exceção daqueles que não podemser vacinados por razões de saúde. É recomendado às crianças que se vacinem apósobterem o consentimento dos pais. As universidades e demais instituições educacionaisdevem incentivar seus alunos a serem vacinados. Também solicitamos a prevençãoda discriminação e o bullying entorno de crianças e estudantes que não podemser vacinados por motivos de saúde;

(2) Controle deinfecções na vida cotidiana

1. Ademais, recomendamos que você tome as seguintes medidas básicas deprevenção de infecções em seu cotidiano: manter distância física, usar umamáscara não tecida (ver Anexo 1), lavar/ desinfectar as mãos e os dedos, e,garantir ventilação adequada (ao menos uma vez a cada 30 minutos). A ventilaçãotende a ser negligenciada particularmente devido ao uso de aquecedores.Portanto, à medida que a temperatura cai, certifique-se de ventilar os cômodosregularmente.

2. Evite lugares comgrandes quantidades de pessoas e aqueles que apresentem (① Lugares apertados e compouca ventilação, ② Lugares com aglomerações, e,  ③ Contato próximo com outras pessoas duranteas interações, bem como abster-se de utilizar instalações que não tenham medidasbásicas de prevenção de infecções.

3. Certifique-se de ir auma instituição médica ou consultar um médico de família imediatamente se vocêtiver dor de garganta, tosse ou se sentir até ligeiramente indisposto(independentemente de ter febre ou não).

4. Caso você esteja preocupado com a infecção, mesmo sem apresentarsintomas como febre, utilize os serviços gratuitos de exame fornecidos peloGoverno Provincial.

5. Preparar, em cada residência, kits de teste de antígeno, antipiréticos,remédios para tosse, álcool para desinfecção das mãos, máscaras (que não sejamde tecido) e alimentos (itens de subsistência) em caso de infecção pelo novocoronavírus;

6. Aorealizar refeições na companhi de outras pessoas, evite instalações que não ofereçammedidas básicas de prevenção da infecção. Em vez disso, utilize instalações quetenham sido certificadas para atender aos padrões de controle de infecçõesestabelecidos pela Província de Yamanashi (visto abaixo como o Sistema deCertificação Green Zone Yamanashi). Além disso, certifique-se de aderirestritamente às diretrizes de prevenção de infecções estabelecidas pelas instalações,tais como período de utilização.

 

Anexo 1: Uso de máscaras e em relação àscrianças em idade pré-escolar

Quando se trata de máscaras, pedimos que você siga as diretrizeslistadas abaixo.

2. Sobre máscaras para crianças que ainda não frequentamo ensino fundamental

Para criançascom menos de 2 anos de idade (bebês) não é recomendado o uso de máscaras.

Para crianças em creches e instalaçõessimilares com idade igual ou superior a 2 anos não é sempre recomendado o usode máscaras (independentemente de sua distância física de outras pessoas). É necessáriolevar em consideração o estágio de desenvolvimento e a condição física dacriança. Entretanto, o(s) administrador(es) das instalações pode(m) decidir pelaexigência do uso de máscaras sempre que possível, se houver casos de infecção.

 

 

有关新型新冠病毒防感染扩大的通知

为了防止我县在新冠病毒感染扩大时的,医疗体制崩溃的事态发生,同时,也为确保社会经济力,我们大家还有必要继续实行防感染对策。

为此,根据新型禽流感等特别对处法第24条第9项规定,到令和5年3月31日这期间请大家按以下要求行事。

另,要求期间及内容,有可能根据今后的感染情况所变动。

全体山梨县县民们:

(1) 接种疫苗  

1. 为了更好地自保,以及保护好身边的人,除了因健康上的原因不能接种者以外,其他人都推荐积极接种疫苗。

还有,很有可能,流感会与新冠同时发生。所以,请也积极接种流感疫苗吧。特别是身体不好者,和65岁以上的老人,要考虑尽早接种。

2. 对第1,2回接种完了三个月的,12岁以上的孩子,请积极考虑打第三针。

3. 对半岁以上的乳儿及儿童,请家长向常去就诊的医院的医生相谈,尽早接种疫苗。

4. 会社,公司经营者,要鼓励自己的员工打预防针。积极向未打针的员工说明接种的重要性,对接种者积极给与休假,调休等关怀。但对健康上的理由,不能打针者要除外。还要充分考虑到:虽然他们不能打针,也不能对他们有不利的言行等。

5. 请教育工作者:幼儿园,学校老师们,积极给家长们说明,取得家长们的理解,(除了因身体原因不能接种者例外。)尽早去给孩子接种疫苗。还有大学,也得对学生讲解,(除了因身体原因不能接种者例外。)推荐尽早接种疫苗。

(2) 日常生活的防感染对策。

1. 在日常生活中,要确保人与人之间的距离,戴防疫口罩(参照附页1)勤洗手勤消毒,彻底做好防疫工作。室内要做到十分换气(半小时1回)保持空气流通。特别要注意:不能因冬季使用取暖设备而舍不得开窗换气,一定要做到定时换气。 

2. 回避“三密” 场所,①密封空间。(换气不好的空间)②密集场所。(人多的地方)③密接触。(相互面对面地近距离接触)不去没有基本防疫措施的餐厅就餐。

3. 不管有没有发烧,只要有咽喉痛,咳嗽,和身体不适时,就得尽快去医院就诊。

4. 虽然无症状不发烧,但是,担心被感染的县民们,可以利用县里的免费检查中心进行检查。

5. 各家庭都要有所准备,在万一感染新冠时有备无患。如:检查试剂,解热解痛,止咳等常备药,消毒酒精,防疫口罩,以及食品等。

6. 外食就餐时要注意:不去没有基本防疫对策的餐厅。得利用山梨县认定的,取得防疫绿卡的施舍。(以下叫:“山梨防疫绿卡制度”)严格遵守当施舍的利用时间,以及防感染对策的规矩。


附页1 有关戴口罩,以及学前儿童戴不戴口罩的问题

2. 有关上学前儿童戴不戴口罩的问题

不满2岁儿(幼儿)不主张戴口罩。

2岁以上儿童,和保育圆儿,应根据各个的发育情况,及体调和与他人的距离来确定。不提倡一律要求。但是,在施舍内发生感染时,应根据施舍管理者的判断来确定。在一定的范围内会推荐戴口罩。

Nhằm phòng, tránh và giảm tải áp lực cho hệ thống y tế củatỉnh gây ra bởi virus Corona chủng mới trên diện rộng, đồng thời, nhằm khôi phụcmạnh mẽ nền kinh tế, xã hội sau đại dịch, tôi rất mong nhận được sự hợp tác từphía người dân trong việc thực hiện các biện pháp phòng, chống sự lây nhiễm dịchbệnh.

Do đó, căn cứ theo khoản 9, điều 24 Luật về các biện phápđặc biệt đối với những bệnh cúm chủng mới, trong khoảng thời gian đến ngày 31 tháng 3 năm Lệnh Hoà thứ 5, rất mong người dân hợp tác theo những mục được liệtkê bên dưới.

Ngoài ra, thời gian thực hiện và nội dung các biện phápsau có thể thay đổi tuỳ theo diễn biến dịch bệnh.

1 Toàn thể cư dân tỉnh Yamanashi

(1) Về việc tiêm vắc xin

1. Nhằm bảo vệ bản thân, bảo vệ những người yêu thương quanhmình, rất mong mọi người cân nhắc theo hướng tích cực về việc tiêm vắc xin, trừnhững trường hợp không thể tiêm vắc xin vì lý do sức khoẻ v.v…

Bên cạnh đó, chúng tôi cũng rất quan ngại về sự bùng phát đồng thời của bệnh cúm mùa Influenza, vì vậy, rất mong mọi người cân nhắc tiêm vắc xin phòng bệnh cúm mùa Influenza. Đặc biệt, những người trên 65 tuổi thuộc đối tượng tiêm vắc xin định kỳ và có nguyện vọng tiêm vắc xin, vui lòng cân nhắc việc nhanh chóng tiến hành tiêm vắc xin

2. Đối với những đối tượng trên 12 tuổi đã hoàn thành mũitiêm thứ nhất và thứ hai, cũng như đáp ứng được yêu cầu đã qua 3 tháng kể từmũi tiêm cuối cùng, chúng tôi khuyến khích sớm tiêm mũi tiếp theo, do đó, vuilòng cân nhắc tiêm vắc xin theo hướng tích cực

3. Người giám hộ/cha mẹ của trẻ sơ sinh từ 6 tháng tuổi trở lên, trẻ mới biết đi, trẻ em và học sinh nên chủ động cân nhắc việc tiêmphòng cho con mình sau khi tham khảo ý kiến​​bác sĩ v.v…

4. Đối với những doanh nghiệp, rất mong quý doanh nghiệp tạođiều kiện cho người lao động được nghỉ phép v.v.. nếu người lao động chưa tiêmvắc xin, vui lòng giải thích cặn kẽ sự cần thiết của việc tiêm vắc xin và khuyếnkhích người lao động nhanh chóng tiêm vắc xin sớm nhất có thể, trừ những nhữngngười lao động không thể tiêm vắc xin vì lý do sức khoẻ v.v…

Ngoài ra, mong quý doanh nghiệp không xem những người laođộng không thể tiêm vắc xin vì lý do sức khoẻ v.v… là một bất lợi cho doanhnghiệp mình

5. Đối với những người liên quan đến trường học, v.v… vuilòng giải thích về sự cần thiết của việc tiêm vắc xin cho người giám hộ/cha mẹcủa trẻ sơ sinh từ 6 tháng tuổi trở lên, trẻ mới biết đi, trẻ em và học sinh đểhọ hiểu được tầm quan trọng của việc tiêm vắc xin ngoại trừ những đối tượngkhông thể tiêm vắc xin vì lý do sức khỏe, ngoài ra, tại các trường đại học, v.v…vui lòng khuyến khích sinh viên đi tiêm phòng càng sớm càng tốt.

Mặt khác, vui lòng thực hiệncác biện pháp để ngăn chặn sự phân biệt đối xử, bắt nạt đối với trẻ sơ sinh, trẻmới biết đi, trẻ em và học sinh không thể tiêm vắc xin vì lý do sức khỏe v.v…

(2) Về những biện pháp phòng, chống lây nhiễm trong sinh hoạthàng ngày

1. Trong cuộc sống sinh hoạt hằng ngày, vui lòng thựchiện triệt để các biện pháp cơ bản phòng, chống lây nhiễm như rửa tay khử khuẩn,đeo khẩu trang (tham khảo giấy đính kèm số 1), giữ khoảng cách và thông thoángđầy đủ (khoảng 30 phút/lần). Đặc biệt lưu ý thông thoáng thường xuyên, định kỳkhi sử dụng máy sưởi vào những ngày nhiệt độ thấp.

2. Tránh các trường hợp rơi vào “Bamật”((1) Khônggian kín (Khônggian kín, thông gió kém), (2) Nơi tập trung đông người(nhiều người chen chúc), (3) Tiếp xúc ở cự li gần (Trò chuyện, trao đổi ở khoảng cách mà tay bạn có thể chạm được vào tay đốiphương) và tránh đến những cơ sở không thực hiện các biện pháp cơ bản phòng, chốnglây nhiễm dịch bệnh

3. Khi xuất hiện các triệu chứng như đau họng, ho, thể trạngyếu v.v… bất kể có xuất hiện triệu chứng sốt hay không, vui lòng đến các cơ sởthăm khám hoặc liên hệ với bác sĩ sớm nhất có thể

4. Cư dân sinh sống trên địa bàn tỉnh khi có cảm giácbất an về việc lây nhiễm dù không xuất hiện các triệu chứng như sốt v.v… vuilòng xét nghiệm tại các điểm xét nghiệm miễn phí do tỉnh hỗ trợ.

5. Mỗi hộ gia đình vui lòng chuẩn bị sẵn dụng cụ xét nghiệm kháng nguyên,các loại thuốc không kê đơn như thuốc hạ sốt, giảm ho, cồn sát khuẩn tay, khẩutrang vải không dệt, thức ăn, v.v… để đề phòng trường hợp bị nhiễm virus Coronachủng mới.

6. Tại những buổi ăn uống, vui lòng tránh những cơ sở khôngthực hiện các biện pháp cơ bản về phòng, chống lây nhiễm dịch bệnh, đối với nhữngcơ sở thực hiện các biện pháp phòng, chống lây nhiễm dịch bệnh phù hợp với nhữngtiêu chí phòng, chống dịch bệnh mà tỉnh Yamanashi quy định (sau đây gọi là cơchế chứng nhận Green Zone Yamanashi) thì sẽ nhận được giấy chứng nhận theo cơ chế trên và vui lòngtuân thủ thời gian kinh doanh, các biện pháp phòng, chống dịch bệnh v.v… của mỗicơ sở ăn uống

*Vào mùa hè, dưới góc độ phòng, chống bị say nắng, việc “không cần đeo khẩutrang” ở bên ngoài trời đồng nghĩa với việc chúng tôi khuyến khích mọi ngườingười tháo khẩu trang 

*Trong trường hợp tiếp xúc với những người thuộc nhóm đối tượng có nguy cơcao như người lớn tuổi hoặc đến bệnh viện v.v… vui lòng đeo khẩu trang

2. Đeo khẩu trang dành cho trẻ mầm non

Đối với trẻ chưa đủ 2 tuổi (trẻ sơ sinh): Không khuyến khích đeo khẩu trang

Đối với trẻ trên 2 tuổi, thống nhất không bắt buộc trẻ đeo khẩu trang tạicác cơ sở mầm non v.v… mà không cần quan tâm đến khoảng cách giữa chúng với nhữngngười khác vì cần xét đến những điều kiện phát triển, thể chất v.v… của trẻ.Ngoài ra, trong trường hợp xuất hiện người nhiễm bệnh bên trong các cơ sở này,thông qua quyết định của người quản lý cơ sở v.v… trong phạm vi có thể, việcđeo khẩu trang có thể được yêu cầu thực hiện.
