コロナが増(ふ)えているので、病院(びょういん)などが大変(たいへん)なことになっています。8月(がつ)31日(にち)までのあいだは、感染(かんせん)拡大(かくだい)防止(ぼうし)対策(たいさく)を 続(つづ)けて ウイルスに かからないように 気(き)をつけてください!


Request for Cooperation in Measures to Prevent the Overburdening of the Health Care System


In Yamanashi Prefecture, the number of new infections is increasing rapidly due to the new Omicron BA.5 variant. If this upwards trend continues, there is great concern that the health care system will be overburdened and there will be a shortage of hospital beds.
For this reason, we ask that you cooperate with the following measures in accordance with Article 24, Paragraph 9 of the Act on Special Measures for Pandemic Influenza and New Infectious Diseases Preparedness and Response until August 31, 2022.

To all Citizens of Yamanashi
In order to deliver the necessary medical care to those who need it and protect the lives of everyone in the prefecture, we will concentrate our limited medical resources on the elderly and those with underlying medical problems (hereinafter referred to as “those at high risk of developing serious symptoms”).
In order to achieve this, those with a higher risk of developing serious symptoms should seek medical attention early, while those with a lower risk of developing serious symptoms should avoid medical examinations at night and during holidays, as well as the use of emergency outpatient clinics and ambulances. We ask for your cooperation in taking action to avoid overburdening the health care system.

(1) Preparations against COVID-19
1. Vaccinations
• To prevent the development of severe symptoms, we highly recommend you stay up to date with your vaccinations.

2. Stockpiling Over-the-counter Drugs, Food, et cetera
• In case you get infected and need to quarantine at home, please prepare in advance commercially available fever-relief medicine, cough medicine, hand sanitizer, non-woven masks, and food that will last you a minimum of 3 days.

3. Pre-testing
• For those living in the prefecture who do not have symptoms (e.g. a fever), but are concerned they might be infected, we recommend you take advantage of the prefecture's free testing program.
• Before going home for the Obon holiday, summer vacation, et cetera, especially if you will be in contact with someone at high risk of developing severe symptoms, we recommend you take a test in advance and confirm that you are negative.

(2) Appropriate Measures According to Symptoms
1. Visiting a Medical Institution
• If you have mild symptoms such as a fever of about 38 degrees Celsius (100.4 Fahrenheit), a dry cough, or a sore throat and are not at risk of developing severe symptoms, please visit a medical institution during the day on weekdays and avoid going at night or on weekends.
• If your symptoms are severe or if you are a person at high risk of developing severe symptoms, please consult your family doctor or a nearby medical institution as soon as possible.

2. Emergency Visits at Night and during Holidays
• At night and during holidays, we ask people with mild symptoms to avoid visits to the hospital for medicine or examinations since this will impact the treatment of people at high risk. Instead, we ask you to consult with the Medical Examination and Consultation Center beforehand.
• The Medical Examination and Consultation Center can introduce you to pharmacies that sell over-the-counter medicine, such as fever-relief medicine, at night and during holidays.
• If you have received instructions from your family doctor in advance, please follow those instructions.

3. Appropriate Use of Emergency Outpatient Clinics and Ambulances
• Do not hesitate to call an ambulance if you have symptoms such as a visibly pale complexion, faintness (a loss of consciousness), shortness of breath even with the slightest of movements, or labored breathing.
• When experiencing any other symptoms, if you are unsure whether to use an emergency outpatient clinic or to call an ambulance, please consult with the Medical Examination and Consultation Center mentioned above before calling 119.
• Please refrain from using an ambulance if you are only experiencing mild symptoms (e.g. fever, dry cough), as it will affect the transportation of seriously ill people.

4. The Health Follow-up Center
• We will be setting up a “Health Follow-up Center" to conduct health observations, register positive people, and distribute antigen rapid test kits to those in their 20s to 40s, who have symptoms or are close contacts, in order to make it easier for those who are suspected of being infected to be tested and monitored as soon as possible (scheduled for late August 2022).

EmYamanashi, o número de pessoas recém-infectadas tem aumentado rapidamentedevido ao aparecimento da nova variante BA.5, e, caso esta tendência semantenha, há preocupações de que o Sistema de Saúde não consiga atender àdemanda, ocasionando a falta de leitos para internação. Portanto, de acordo como artigo 24 (9) da Lei sobre Medidas Especiais e Contenção de DoençasInfecciosas, foi emitido um pedido especial e temporário de cooperação até 31de agosto de 2022.

Aos cidadãos daProvíncia de Yamanashi

Afim de oferecer os cuidados médicos necessários àqueles que deles necessitam e garantira integridade de todos os cidadãos de Yamanashi, é necessário concentrarrecursos médicos limitados nos idosos e naqueles com condições médicassubjacentes (pessoas com alto risco de desenvolverem doenças graves). Partimosda premissa supracitada para pedir a cooperação, daqueles com alto risco de desenvolverquadros graves para procurar atendimento médico em uma fase inicial, e daquelescom baixo risco, para evitar sobrecarregar os recursos médicos evitando, porexemplo, o uso de clínicas noturnas e de férias, salas de emergência e ambulânciasetc.

 

(1) "Estar Preparado" em relação ao coronavírus

1. Vacinação

・Recomenda-se avacinação imediata para prevenir doenças graves devido à infecção;

 

2. Estocagem demedicamentos sem receita e alimentos

・Em caso de infecção,favor preparar medicamentos para febre e para tosse vendidos sem receita,álcool para esfregar as mãos, máscaras não tecidas e pelo menos três dias de suprimentospara a casa com antecedência;

 

3. Examepreliminar

・Se você não tiversintomas como febre, mas estiver preocupado com a infecção, faça uso dos testesgratuitos fornecidos pela prefeitura;

・Se você estivervoltando ao seu país de origem durante o Festival Bon ou as férias de verão e tiverplanos de encontrar pessoas com comorbidades, faça um teste com antecedênciapara confirmar que o teste é negativo;

 

(2) "Seleção da ajuda apropriada" e adequada aossintomas

1. Visitando uma instituição médica.

・Se você tiver sintomas leves, tais como febrede aprox. 38°C, tosse ou dor de garganta e não sofrer risco de ficar gravementedoente, favor consultar uma instituição médica e fazer uma consulta em dia útil.

・Se seus sintomas forem graves ou se vocêestiver em alto risco de desenvolver uma doença grave, consulte seu médico de suaconfiança ou uma instituição médica próxima o mais rápido possível,independentemente do dia;

 

2. Noite eferiados.

・A seguir, uma listadas causas mais comuns de doenças que podem ser tratadas à noite e nos fins desemana e feriados: - À noite e nos feriados, tem sido difícil tratar pessoas comorbidadesdevido ao volume de visitas às visitas às salas de emergência por pessoas com sintomasleves;

・O centro de consulta também fornecereferências de farmácias que vendem antipiréticos e outros medicamentos durantea noite e nos feriados;

3. Uso apropriadodo pronto-socorro e da ambulância

▪ Não hesite em chamar uma ambulância se você tiveralgum dos seguintes sintomas: palidez evidente, consciência alterada (perda deconsciência), dificuldade para respirar após um leve movimento rotineiro,respiração no ombro etc.;

▪ Se você tiver qualquer outro sintoma que dificulte adecisão de usar o pronto-socorro ou uma ambulância, favor consultar o Centro deconsulta supracitado antes de ligar para o 119;

▪ Favor abster-se de usar uma ambulância para sintomascorriqueiros como febre ou tosse, pois isso pode afetar o transporte de pessoasgravemente doentes.

 

4. Utilização do "Centro de Acompanhamento deSaúde"(Kenkou Follow-upCentre)

・ A fim de garantirque as pessoas suspeitas de infecção por corona possam ser prontamente testadase observadas, o Centro de Acompanhamento de Saúde (cuja criação está programadapara o final de agosto de 2022) irá distribuir kits de testes qualitativos deantígenos para aqueles entre 20 e 40 anos que são sintomáticos ou tiveramcontato intensivo com uma pessoa sintomática e desejam ser testados. Uma vezcriado, o Centro de Acompanhamento de Saúde estará à disposição de todos.

 

 

为减轻医疗机关的压力,山梨县厅特向县民提出临时特别要求:

 

自从新冠病毒BA.5变异株流行以来,县内感染者急速增多。这样下去医院病床不足,医务人员压力很大,时间长了会给医疗体制带来严重后果。

 因此,根据新型流感等特别对策措施法第24条第9项规定,特发出临时特别要求令如下:令和4年8月31日这之间请县民尽力协助。

山梨县县民们:

 对需要医疗的人,提供医疗服务。为确保县民的生命安全,对高龄者及有基础疾患者(以下“重症率高者”)有必要实行集中治疗。

 本着这种观点,对于重症率高者要早期就医接受诊疗。另一方,对于重症率底者虽不能掉以轻心,但请最好避开夜间诊疗,急诊,救护车使用等。避免给医疗机关增加压力,恳请县民大力协助。

 

(1)针对疫情“要有所准备”

1. 接种疫苗

・为了防止感染重症化,要迅速接种疫苗。

 

2. 储备一定的食品和药品。

为了防止感染需要事先准备一些解热,止咳常备药,以及手指消毒用的酒精,和一次性口罩,还要备好最少三天的食品。

 

3. 事前检查

有不发烧无症状者,但对感染而感到不安的县民,请利用县里的免费检查机构。,

・夏季休假归乡者,与重症化者有接触者,请事前进行PCR检查确认。

 

(2)根据症状“选择适当的手段”

1. 前往医疗机关接受诊疗。

・对发烧38度,咳嗽,咽喉痛等重症率低者,请在平日,白天与医疗机构相谈就诊。

・若是症状重,重症率高者,不管平日还是白天,请尽早与医疗机关相谈受诊接受治疗。

 

2. 晚上以及休息日就诊的对应。

・晚上及休息日,轻症者前来急诊,会延迟重症者的就医。不要为了检查药而急急忙忙去医院就诊,应该先向24小时“诊疗·相谈中心”相谈而后行。

・“诊疗·相谈中心”,无论晚上,还是休息日都可以向您提供介绍卖解热药等的药局,敬请利用。

・一开始就就诊于平常就诊的医院者,请听从医生的指示。

3. 适正利用急诊及救急车。

・脸色不正,意识不清(无意识),平常生活中一动就气揣,或哮揣等症状者,请无需犹豫直接叫救急车吧。

・这以外的症状者,叫不叫救急车,无法判断时,请先向“诊疗·相谈中心”相谈,然后再拨打119求救。

・为了不影响重症者的运送,只是发烧,咳嗽等轻症者请不要轻易叫救护车。

 

4. 请活用“健康增进辅助中心” 

・“健康增进辅助中心” 预定在(令和4年8月下旬)设置完成。怀疑是新冠病毒者,可以立即联系这里,迅速地检查,和进行健康观察。这里,对有症状者,浓厚接触者,20~ 40代者分发抗体检查试剂,对阳性者进行登录,和健康观察。

Vì vậy, căn cứ theo khoản 9 điều 24 Luật về các biện phápđặc biệt phòng, chốngcác chủng cúm mới, trong khoảng thờigian đến ngày 31 tháng 8 năm Lệnh Hoà thứ 4, chúng tôi đưa ra lời kêu gọi về sựhợp tác đặc biệt tạm thời, rất mong nhận được sự hợp tác từ tất cả cư dân.

Đối với cư dân tỉnh Yamanashi

Để đảm bảo antoàn tính mạng cho tất cả cư dân của tỉnh, chúng tôi sẽ cung cấp các dịch vụ ytế thiết yếu cho những đối tượng cần thiết và tập trung mọi nguồn lực y tế hạnhẹn hiện có cho người cao tuổi và người mắc các bệnh lý nền (sau đây gọi là “nhữngngười có nguy cơ cao chuyển biến bệnh nặng”).

Từ quan điểmtrên, chúng tôi khuyến cáo những người có nguy cơ cao chuyển biến bệnh nặng nênđến các cơ sở y tế để thăm khám sớm nhất có thể, những người có nguy cơ thấp vuilòng hạn chế thăm khám vào buổi tối, những ngày nghỉ - khoảng thời gian hạn hẹpvề nguồn nhân lực cũng như sử dụng xe cứu thương, khoa cấp cứu v.v… rất mong nhậnđược sự hợp tác để tránh tạo gánh nặng lên hệ thống y tế.

 

(1) “Chuẩn bị sẵn sàng” với Corona

1. Tiêm vắc xin

· Nên tiến hành tiêm chủng sớm để tránh trường hợp bệnh chuyển biến nặng khinhiễm vi rút Corona

 

2. Dự trữ sẵn các loại thuốc không kê đơn, thực phẩm v.v…

· Vui lòng chuẩn bị sẵn các loại thuốc không kê đơn như thuốc hạ sốt, đau họng,ho v.v…, dung dịch khử khuẩn, khẩu trang vải không dệt và dự trữ lượng thức ăntối thiểu 3 ngày để đề phòng trường hợp nhiễm Covid

 

3. Xét nghiệm trước

· Đối với những cư dân hiện đang sinh sống trên địa bàn tỉnh tuy không xuấthiện các triệu chứng như sốt v.v… nhưng nghi ngờ nhiễm Covid thì vui lòng đếncác điểm xét nghiệm miễn phí của tỉnh để tiến hành xét nghiệm

· Khi về nhà trong dịp nghỉ lễ Obon hoặc nghỉ hè hoặc khi tiếp xúc với nhữngngười có nguy cơ cao chuyển biến bệnh nặng, vui lòng xét nghiệm trước và có xácnhận “âm tính”

 

(2) “Lựa chọn các biện pháp thích hợp” tương ứng với các triệuchứng

1. Đến thăm khám tại các cơ sở y tế

· Đối với những người xuất hiện các triệu chứng nhẹ như sốt khoảng 38 độ, ho,đau họng và không có nguy cơ chuyển biến nặng, vui lòng đến thăm khám, trao đổitại các cơ sở y tế vào ban ngày của các ngày trong tuần

· Đối với những người có nguy cơ chuyển biến bệnh nặng, người xuất hiện cáctriệu chứng nặng, vui lòng sớm liên hệ thăm khám, trao đổi với các bác sĩ giađình, cơ sở y tế gần nhất vào bất kể khoảng thời gian nào trong ngày

 

2. Công tác hỗ trợ vào ban đêm và những ngày nghỉ

· Những người mắc các triệu chứng nhẹ đến thăm khám tại khoa cấp cứu sẽ dẫn đếnviệc tiếp cận các dịch vụ y tế của những người có nguy cơ cao chuyển biến bệnhnặng gặp khó khăn, do đó, việc đầu tiên nên làm là liên hệ đến “Trung tâm trao đổi,thăm khám” 24/24 để trao đổi về tình trạng sức khoẻ của bản thân thay vì vộivàng đến các cơ sở y tế để thăm khám, xin cấp thuốc và kiểm tra

· Trung tâm trao đổi, thăm khám sẽ giới thiệu các cơ sở bán thuốc có bán thuốchạ sốt v.v… kể cả vào ban đêm và những ngày nghỉ, do đó, vui lòng tận dụng nhữngthông tin trên

· Nếu đã nhận được hướng dẫn từ trước của bác sĩ gia đình, vui lòng nghe theocác hướng dẫn đó

3. Sử dụng thích hợp khoa cấp cứu và xe cứu thương

· Đừng ngần ngại gọi xe cứu thương nếu xuất hiện các triệu chứng da tái nhợt,nhận thức rơi vào trạng thái mê man (mất nhận thức), khó thở kể cả khi thực hiệnnhững cử động nhỏ trong sinh hoạt hàng ngày, v.v…

· Ngoài các triệu chứng trên, trong trường hợp phân vân không biết có nên sửdụng xe cứu thương hoặc thăm khám tại khoa cấp cứu hay không, vui lòng liên hệvới “Trung tâm trao đổi, thăm khám” trước khi bấm gọi 119

· Vui lòng hạn chế sử dụng xe cứu thương khi chỉ xuất hiện các triệu chứng sốt,ho v.v… vì sẽ ảnh hưởng đến việc vận chuyển những người xuất hiện các triệu chứngnặng hơn

 

4. Sử dụng “Trung tâm theo dõi sức khoẻ”

· Để những đối tượng nghi nhiễm, những người xuất hiện các triệu chứng, nhữngngười tiếp xúc gần trong độ tuổi 20 – 40 có nhu cầu nhận kit xét nghiệm khángnguyên định tính, đăng ký thông tin bị dương tính với vi rút Corona, theo dõi sứckhoẻ v.v… có thể tiếp cận việc kiểm tra, theo dõi nhanh nhất có thể, chúng tôisẽ thành lập “Trung tâm theo dõi sức khoẻ” (Dự kiến vào khoảng cuối tháng 8). Rấtmong mọi cư dân đều có thể tiếp cận với trung tâm.
